Ok here is my scenario,

I have a friend (only a friend not lover etc?.)?.she has a 7 year old kid, who is very ill and in the hospital, her hospital bills keep stacking up and as a single mother who only works part time she could not afford health insurance?. me being a good friend i would like to help her out apply for healthy families mediCal or anything like that for free, plus add additional insurance to keep her costs down?.anyone suggest any plans or prices that would work good in my scenario, also my job offers health insurance for me and my family (im single) would they offer health insurance to my friends kid if i put them as beneficary or would that not work out???? Cheap health insurance is called Welfare health insurance ? Medi-Cal. You?d go to your state medicaid website to get the instructions on how to apply for it.

She?s not going to be able to find a ?stand alone? child policy, since the Health Reform Act passed, and even if she could, now that the child is already sick, it?s too late to buy private insurance to cover her.

You cannot add any child who is not legally yours or your wife?s, to your health insurance. You can only add a child or a stepchild, and you?d have to prove that they are your child or a step child. So that?s not going to work, unless you marry your friend.
Generally, no, you?re not allowed to add a child to your health insurance plan if the child is not your own, or a step-child, or legally adopted by you. That said, check with your employer anyway. If you work for a big company that?s ?self-insured? there may be a slim chance that they would allow you to add someone as a dependent who doesn?t fit precisely into any of those categories. A very, very slim chance, mind you. But it?s worth asking.

If your friend?s child doesn?t qualify for coverage under any employer-based health insurance plans, there are a couple other options.

First, your friend may be able to purchase an individual health insurance plan for her daughter. Now, the challenge here is that there are specific open enrollment periods in California for child-only coverage. Some insurers offer child-only coverage outside of those enrollment periods, but she may be required to pay substantially higher monthly premiums due to her pre-existing medical condition. Unfortunately, the initial open enrollment period for child-only coverage in CA expired at the beginning of March. However, California also allows a child?s birth month to serve as an open enrollment period. If she?ll be celebrating a birthday this month or next, it may be worth checking into her options. Encourage your friend to work with a licensed agent, online or off, to find out what?s available and what makes the most sense. It doesn?t cost anything extra to work through an agent and it can be a big help. Your friend may also want to explore the option of purchasing a family plan to cover both herself and her daughter.

They do not offer health insurance to anyone because you put them as a ?beneficiary?. They offer it to you, and they may offer to your spouse (probably), your own children (probably, if they meet the age requirements), or your registered domestic partner (possibly). They will not offer it to any other type of beneficiary, even ones who are your legal dependents for tax purposes.

To apply for Medi-Cal, she has to go, herself, not you, to the county Department of Social Services office, get a caseworker, fill out an application, etc.

Adding additional insurance will not keep her costs down and may make them go up. If she can get Medi-Cal, then her costs will be lowest if she gets only Medi-Cal and no other insurance. If she gets other insurance, that may cause her to lose Medi-Cal, leaving her with only the other insurance.

NHS Wales launches iPhone health app

The Welsh Government has launched an app intended to match patients with the most suitable NHS health services.

It said evidence shows that a significant number of people go to accident and emergency departments or dial 999 when there are other services that would be more convenient or more suitable for their needs.

The bilingual Choose Well app contains information services including pharmacists, GPs, optometrists, dentists and minor injury units, as well as emergency departments.

Choose Well uses a colour coded 'thermometer' which aims to help people to link their symptoms with the most appropriate NHS service.

Patients can download the app free of charge on iPhone and iPad platforms. An Android version of the app will be released in the autumn, according to the Welsh Government.

Lesley Griffiths, the health minister, said: "Choosing the most appropriate care not only benefit patients, but also assists our doctors, nurses and other healthcare professionals to maintain high quality services.

"As well as catering for people living in Wales, the app is a useful tool for people who are less familiar with our health service, such as students and visitors.

"I hope visitors to the Olympic Games events being held in Wales will have a happy and healthy stay here, but should they find themselves in need of medical help, the Choose Well app will guide them towards the most appropriate care."

More documents released in Trayvon Martin case

(AP) ? Police officers who responded minutes after the fatal shooting of 17-year-old Trayvon Martin could not agree on whether George Zimmerman had a broken nose, but they all said the ex-neighborhood watch volunteer had cuts on his head, according to documents released Thursday.

The severity of Zimmerman's injuries could be important in his claim of self-defense. Zimmerman, 28, is charged with second-degree murder in the February shooting.

Zimmerman was arrested 44 days after the shooting. The delay triggered protests nationwide and the departure of Sanford's police chief.

Martin was black and his parents contend Zimmerman racially profiled him. Zimmerman's family has denied that he is racist. Zimmerman's father is white and his mother is Peruvian.

The documents released offer a description by police officers right after the fatal shooting in a gated community in Sanford, Fla., a suburb of Orlando. One of the first police officers at the scene used a plastic bag to try to stop the flow of blood from Martin's chest wound.

Another officer described Zimmerman as grunting from pain when he was taken into an interview room at police headquarters.

A neighbor who heard shouts outside her townhome told an investigator that "the bigger" of the two men got up after she heard moans for help and then a gunshot. She told the investigator that the lead detective for Sanford police investigating the case had told her, in an attempt to comfort her during an interview, that the person who had been moaning for help was alive and that he was "really beaten up and scratched."

Who cried for help is a point of contention. Martin's family claim it is their son in background of 911 calls neighbors made, but Zimmerman's father has said the shouts for help were his son.

Martin's cousin, in an interview with the investigator, said "without a doubt 'on a stack of Bibles'" that the cries were those of Martin.

Some of the officers who responded to the scene recognized Zimmerman from previous calls he had made to police about break-ins and the thefts in the gated community.

In a call just weeks before his confrontation with Martin, Zimmerman described a man going through trash cans in the neighborhood. When asked by a dispatcher, Zimmerman says he is black.

"He keeps going to this guy's house. I know him. I know the resident. He's Caucasian," Zimmerman said. "He is going up to the house and then going along the side of it and then coming straight and then going back to it. I don't know what he's doing. I don't want to approach him, personally."

It's time to play the blame game.

As most celebrity gossip followers likely know by now, Justin Bieber was pulled over by Los Angeles patrolmen last Friday because he was speeding along the 101. It was merely the young star's latest brush with the highway law, too.

But multiple witnesses confirm the paparazzi were all over Bieber's car, with Justin himself dialing 911 not long after his ticket and doing whatever possible to alert authorities to the situation.

"This was like a Princess Diana situation," a California Highway Patrol insider told TMZ of the incident, referring to the 1997 tragedy in which the royal beauty's limousine crashed and she died while trying to elude photographers. "It was not Bieber's fault."

HOWEVER, others inside the department do cite Bieber's irresponsible actions, telling the site he could have simply gotten off the freeway.

"It's like rushing a woman to the hospital who's about to give birth," said a source. "You can't endanger the lives of innocent people, and Bieber did."

Analysis: Japan plan to buy disputed isles risks China's ire

TOKYO (Reuters) - Japan's prime minister appears to be trying to dampen tensions with China with a proposal to buy islands at the center of a row with Beijing, instead of letting the nationalist governor of Tokyo proceed with his own provocative plan to purchase them.

The proposal, however, could backfire, risking a replay of the bitter feud that rocked relations two years ago, diplomatic experts say, even as the Asia rivals mark the 40th anniversary of diplomatic relations amid ever-tightening economic ties.

Domestic dynamics in both China, where the world's second biggest economy faces a once-a-decade leadership change, and Japan, where unpopular Prime Minister Yoshihiko Noda's ruling party is splintering over a planned sales tax hike, could fan nationalism in both countries, making it harder to manage ties.

"Both sides have painted themselves into a corner despite common economic interests," said Lam Peng Er, a senior research fellow at the National University of Singapore's Asian Institute. "They are aware they are among each other's most important economic partners, but they have their own domestic political considerations that they can't ignore."

Noda, a conservative who has shifted Japan's diplomacy back toward a focus on U.S. security ties after his ruling Democratic Party's brief flirtation with a more Asia-centered stance, said on Saturday that the central government was considering buying the uninhabited isles.

Claimed by Japan, China and Taiwan, the islands - known as the Senkaku in Japan and the Diaoyu in China - are located near rich fishing grounds and potentially huge oil and gas reserves.

The Japanese leader's comments came months after outspoken Tokyo Governor Shintaro Ishihara first floated his own scheme for the Tokyo Metropolitan Government to purchase three of the islands, currently privately owned by Japanese nationals and leased to the central government, to "protect" them from Chinese maritime incursions.

VULNERABLE TO DOMESTIC PRESSURE

The 79-year-old Ishihara - long known as a China critic and now considering setting up a new political party ahead of an election that could come this year - has since collected 1.3 billion yen ($16.33 million) in donations for the purchase.

"Noda's intention is not to escalate the situation, but the opposite," said University of Tokyo professor Akio Takahara.

"He wants to stabilize the situation."

Some Japanese analysts, however, questioned the motives of Noda, whose support rates have slipped to below 30 percent since he took office last September. "Maybe he is attempting to score domestic points at the expense of antagonizing China," said Sophia University professor Koichi Nakano.

Intentions aside, experts said the plan could end up precipitating rather than easing tensions.

"Of course, it depends on how China will react," said Shinichi Kitaoka of the Institute for International Policy Studies in Tokyo, who argued Noda did not intend to provoke Beijing. "I think the Chinese government does not want to politicize this ... but they are very vulnerable to the people's voices."

INTERTWINED ECONOMIES, EDGY TIES

Ties between the giant Asian neighbors, long plagued by Beijing's bitter memories of Japan's past militarism and by rivalry over resources and regional clout, plummeted in 2010 after Japan detained the skipper of a Chinese trawler whose boat collided with two Japanese patrol ships near the islands,

China, which has already denounced Ishihara's plan as illegal, swiftly condemned Noda's counter-proposal.

Chinese media has kept up the drum beat with a series of strongly-worded commentaries and editorials, reflecting the public pressure Beijing will be under to take stern action rather than just mouth angry words.

The official Xinhua news agency warned Japan on Monday against "playing with fire" while the widely read and influential tabloid the Global Times called for China to "discourage" economic relations to press home its point.

Anti-Japanese feeling in China is easy to inflame due to memories of Japan's occupation of parts of China in the 1930s and 1940s, while many Japanese are uneasy about China's growing economic, diplomatic and military clout.

Whether the islands dispute, which in 2010 prompted China to impose a de facto ban on exports of rare earth minerals vital for electronics and auto parts manufacturing, descends into a deep economic chill again is as yet tough to call.

Lam in Singapore said tight economic ties - trade between Asia's two biggest economies grew 14.3 percent in 2011 to a record $345 billion - would likely keep the feud from going beyond verbal jousting. "To take retaliatory measures against the other side is like cutting off your own nose, because the economies are so intertwined," he said.

But Huang Dahui, a Japan expert at Beijing's Renmin University, forecast trouble ahead.

"If Japan insists on going down this road and buying the islands for the country, then China will have to take serious measures," Huang said. "It will take the same kind of serious steps that China took last time."

Either way, few see the two countries breaking out champagne to celebrate this year's 40th anniversary of diplomatic ties.

"Despite the 40th anniversary, there is no harmonious mood at all," said a Japanese lawmaker close to Noda.

NEW YORK (AP) ? It was a provocative finding: strange bacteria in a California lake that thrived on something completely unexpected ? arsenic. What it suggested is that life, a very different kind of life, could possibly exist on some other planet.

The research, published by a leading scientific journal in 2010, led to overheated speculation about how life might exist elsewhere ? and quickly some dissent about the original finding.

On Sunday, that same journal, Science, released two papers that rip apart the original research. They "clearly show" that the bacteria can't use arsenic as the researchers claimed, said an accompanying statement from the journal.

The saga began when scientists led by Felisa Wolfe-Simon of NASA's Astrobiology Institute published a paper that said the bacteria, found at Mono Lake in eastern California, could grow by substituting arsenic for phosphorus. The researchers had looked at Mono Lake because of its high arsenic levels, and they reported their conclusions from lab experiments.

Their paper raised eyebrows because phosphorus was considered essential to life, while arsenic, while chemically similar, is a poison.

If the bacteria can break the rules like this, some argued, who knows what kinds of life may be possible beyond Earth?

But not everybody bought the conclusions of the paper. Last year, Science published a bunch of challenges from other scientists, and the paper has long been an object of skepticism.

For both new papers, scientists did their own tests of the bacteria. One team, led by Rosemary Redfield of the University of British Columbia in Vancouver, Canada, reports that arsenic does not contribute to the bacteria's growth. Maybe the original results came from some sort of undetected contaminant in the arsenic the researchers used, they suggest.

The other paper, from Swiss researchers, finds the bacteria to be highly resistant to the poisonous effects of arsenic but still dependent on phosphorus to grow. They concluded that in the original experiment, trace contamination with phosphorous may have let the bacteria grow.

As the Science statement summarizes the results, the new work shows the bacterial species "does not break the long-held rules of life, contrary to how Wolfe-Simon had interpreted her group's data."

Nevertheless, Wolfe-Simon, now at Lawrence Berkeley National Laboratory, stands by her research. In an email to The Associated Press, she said "there is nothing in the data of these new papers that contradicts our published data." She said her team continues to build upon its finding of the extreme resistance to arsenic poisoning.

Humble DNA could help decipher dark matter

A few strands of DNA could help solve the mystery of dark matter. A newly proposed detector aims to use DNA to resolve the conflicting claims from current dark matter detectors.

Dark matter is thought to make up about 85 per cent of the matter in the universe. The prime suspects are so-called weakly interacting massive particles, which are immune to the electromagnetic and strong nuclear forces. In theory, WIMPs interact with normal matter only via gravity and the weak nuclear force.

Attempts to detect WIMPs on Earth have provided conflicting results. On the positive front, two experiments ? CoGeNT in Soudan, Minnesota, and DAMA/LIBRA at Gran Sasso, Italy ? have seen more putative dark matter particles hitting their detectors in June than in December. All else being equal, the excess is attributed to Earth's relative velocity through the sea of dark matter that fills our galaxy. In June, Earth is moving in the same direction as the sun and so encounters a "headwind" of dark matter, the theory goes. In December, Earth, in its orbit around the sun, is moving in the opposite direction.

But, crucially, other bigger and more sensitive experiments, such as CDMS-II and XENON1O0, have seen no such particles. One way to resolve the conflict would be to detect the directionality of dark matter particles, to see if they are indeed aligned with the direction of the sun's motion through the galaxy, as required by DAMA/LIBRA and CoGeNT.

Now Andrzej Drukier of Biotraces ? a biotech firm based in Herndon, Virginia ? and a group of cosmologists and biochemists are suggesting that DNA could help break the impasse.

Their proposed detector consists of a 1-metre-square sheet of gold foil and a "forest" of single-strand DNA molecules suspended beneath in an ordered array, like the bristles on a toothbrush. When a WIMP strikes a gold atom in the foil, it would dislodge a gold nucleus and send it careening through the array, severing the DNA strands along its path. Energetic particles like cosmic rays have been shown to collide with and break strands of DNA, though WIMPs would have much lower energy.

The broken DNA strands would be gathered, amplified and analysed to determine exactly where each strand was severed. Given that the sequence of bases that make up each DNA strand is well known, the location of the cut on each strand ? and hence the path of the gold nucleus ? could be tracked to within a nanometre in three dimensions, around 1000 times better resolution than current detectors.

"The higher resolution means that we would get more data per WIMP event," says team member George Church of Harvard University.

Such 3D resolution would allow cosmologists to infer the both the energy and the direction of a WIMP, which could in turn confirm the existence of the predicted "WIMP wind" created by the solar system's motion through the galaxy.

A DNA-based detector has other advantages too, the team claims. It can operate at room temperature, as opposed to near absolute zero for current detectors. And by changing the material of the foil, it can be tuned to look for particles of different energies, including the WIMPs apparently detected by CoGeNT and DAMA/LIBRA. The team is now testing the feasibility of the design.

CoGeNT team member Juan Collar at the University of Chicago, who is not involved with the proposal, says a DNA-based WIMP detector is intriguing. "Directional detection of dark matter is the holy grail in our field," he says.
