Resolved: Help staff quit smoking this year - Business Management ...

no smoking signIt?s been a month since many of your employees made New Year?s resolutions to quit smoking in 2013. Are they sticking to their plans?

The fact is, you should know. Plenty of evidence reveals that an employer can play a big role in helping employees snuff out their last cigarettes.

The Centers for Disease Control (CDC) estimates that 70% of smokers want to quit. But breaking a bad habit is hard to do, especially for someone who tries to do it alone.

If your organization isn?t trying to help employees quit smoking?or if you have a smoking-cessation program but aren?t aggressive about pushing it?get moving now, while employees are committed to living healthier.

Your effort will help the company as much as it helps smoking employees. The CDC estimates that organizations lose a collective $96.8 billion per year in productivity because of smoking-related illnesses and premature deaths. The CDC calls workplace smoking-cessation programs ?the gold standard of health care cost-effectiveness.?

3 keys to success

Here are the key components of an effec?tive workplace stop-smoking program:

1. Ban smoking at work. Even if your state or city hasn?t outlawed smoking in the workplace, banish tobacco from your premises?even outside. That gives smokers fewer chances to smoke. Plus, studies show that nonsmokers are less likely to pick up the habit if they witness fewer people lighting up.

2. Identify potential participants. Before beginning a smoking-cessation program, determine how many employees need it and how receptive smokers might be to a workplace effort to help them quit.

Best way: Ask them. Conduct a survey asking employees if they smoke, if they want to stop and how they would like the organization to help them.

3. Use multiple tactics. The most effective programs form support groups of smokers who are trying to quit. Then they layer on classes, clinics or telephone ?quitlines? that offer advice and information from medical professionals. Finally, health insurance pays for nicotine replacement patches and medicine.

Tip: Because smokers are at greater risk for respiratory infections, offering free flu shots at the workplace is an especially important benefit for them.

The insurance connection

At the center of the effort, public health advocates agree, is a health insurance plan that covers treatment for smokers and other tobacco users.

Yet despite a requirement of the Affordable Care Act?s (ACA) sweeping health insurance reforms, many plans do not pay for smoking cessation counseling or over-the-counter and prescription medications that could help people kick the habit.

Two recent studies blame too little government guidance for the lack of compliance with the ACA, which requires group health plans and health insurers to cover preventive health services?like diabetes screenings and tobacco-cessation programs?without any cost-sharing, like co-payments or deductibles.

And they say language about the programs in health plans is confusing and vague, so employees and even administrators often don?t understand the benefit, making smokers reluctant to seek treatment.

In a Georgetown University examination of 36 health plans that indicated they offer coverage for tobacco cessation, 26 of them also included language saying they don?t cover the programs. Just four of them explicitly said they covered counseling and medicine. Eleven required employees to share the cost of counseling or medicine.

The study?s authors called for reg-ulators to require insurance policies to clearly state that tobacco cessation treatment is a covered benefit and urged the government provide clear model contract language.

A separate report by the American Lung Association found that the coverage is inconsistent from state to state. The organization urges the U.S. Department of Health and Human Services to ?officially define a comprehensive tobacco cessation benefit.?

A model benefit

Uncle Sam?s own employees can tap robust smoking-cessation benefits. Since 2011, insurance plans that are part of the Federal Employee Health Benefit (FEHB) program have had to cover:

  • Four telephone, group or individual counseling sessions of 30 minutes or more for federal employees and family members who are trying to quit. The coverage is good for at least two quit attempts per year.
  • Food and Drug Administration-approved tobacco cessation medications prescribed by a doctor?without no co-pays, co-insurance or deductibles.

Advice: Many public health advocates say the FEHB model is an effective foundation for a workplace stop-smoking program. Examine your organization?s health plans to determine whether they include similar, comprehensive, no-cost coverage for your employees who want to quit.

Education Reveals President's Real Vision of Government During State of Union Address

President Barack Obama touched on a variety of issues-- energy, jobs, technology, climate change and the middle class-- in his State of the Union address on Tuesday. Yahoo News asked voters to respond to his speech. Here's one perspective.

COMMENTARY | As a critic of President Obama, I did not expect to be encouraged by the initial State of the Union of his second term, delivered to Congress on Feb. 12. Not only did my expectations prove valid, but the speech again demonstrated the president possesses a fundamentally different vision of government.

Strangely, President Obama opened with the assertion that, "The American people don't expect government to solve every problem."

Though this statement is accurate, he proceeded to document a plan that attempted the fool-hearty task of involving the federal government in nearly every facet of life. Whether the topic was labor, energy, housing, gun control, or more, Obama believes Washington simply knows better.

When education was raised, it particularly resonated since I have three school-age children who would be affected. Without reference to implementing such changes free of additional deficit spending, Obama proposed a broad program of redesigning America's high schools to meet new Washington standards. Naturally, the president pledged to reward such action with more money.

A decade of declining results shows that programs like No Child Left Behind and Race to the Top have failed and the federal government's tampering with local education practices and standards has done great harm. Like so many issues, local administrators carry a better understanding of their schools and are certainly more accountable. That Obama wants to usurp greater authority from school districts is discouraging, but consistent with his belief that more government is always the answer.

Apple Acknowledges iOS 6.1 Passcode Bug, Fix Coming in Future Software Update

passcode_lock_keypadFollowing today's significant publicity surrounding a bug in iOS 6.1 that allows users to bypass the iPhone's passcode lock to access the device's phone functions and contacts, Apple has issued a brief statement to AllThingsD acknowledging the issue and promising a fix for it.
Reached for comment, Apple said it is hard at work on a fix. ?Apple takes user security very seriously? spokeswoman Trudy Muller told AllThingsD. ?We are aware of this issue, and will deliver a fix in a future software update.?
The company did not provide a timeframe for the fix.

Apple issued a first developer beta of iOS 6.1.1 last week, but then delivered a public iOS 6.1.1 release only for the iPhone 4S earlier this week. We suspect that Apple rushed out the iPhone 4S bug fix update and that the original iOS 6.1.1 in developer testing will become iOS 6.1.2 as it proceeds through the development and testing process.

It seems reasonable to assume that Apple will have enough time to fold a fix for the passcode issue into this next release, but it is unknown when that update will be made available to the public.

Ukraine: 2 dead as plane skids, overturns

KIEV, Ukraine (AP) ? Ukrainian emergency officials say two people were killed and the fate of four is unknown after a passenger plane skidded past the landing strip and overturned in the eastern city of Donetsk.

Emergency Situations Ministry spokesman Volodymyr Ovsyanyk said the plane flying from Odessa arrived at the Donetsk airport Wednesday evening.

Of the 45 people on the aircraft, 39 have been rescued, two were found dead and the condition of four remains unknown.

It was not immediately clear what caused the accident. Rescuers and investigators are working at the scene.

NASA's Orion lands safely on two of three parachutes in test

Feb. 12, 2013 ? NASA engineers have demonstrated the agency's Orion spacecraft can land safely if one of its three main parachutes fails to inflate during deployment.

The test was conducted Tuesday in Yuma, Ariz., with the parachutes attached to a test article. Engineers rigged the parachutes so only two would inflate, leaving the third to flag behind, when the test capsule was dropped from a plane 25,000 feet above the Arizona desert.

"Today is a great validation of the parachute system," said Chris Johnson, a NASA project manager for Orion's parachute system. "We never intend to have a parachute fail, but we've proven that if we do, the system is robust for our crew to make it to the ground safely."

Orion's parachutes will perform in ways no landing system for a spacecraft carrying humans has been required to do before. Because Orion will return to Earth from greater distances, it will reenter Earth's atmosphere at speeds of more than 20,000 mph. After re-entry, astronauts will rely on the parachutes to slow the spacecraft for a gentle splashdown in the Pacific Ocean.

This 21,000-pound capsule needs only two main parachutes and one drogue parachute. But NASA spacecraft, particularly those carrying humans, are designed to keep working when something goes wrong. So, Orion will be equipped with three main parachutes and two drogues, providing each system one backup parachute.

In December, engineers simulated a failure of one of the drogue parachutes in a test that ended with a safe landing, proving the system design is valid.

Tuesday's test was the eighth parachute engineering development drop test. The next is scheduled for May. The system also will be put to the test in 2014 when Orion makes its first flight test. During the mission, an uncrewed capsule will travel 3,600 miles from Earth, farther than any spacecraft designed to carry humans has gone in more than 40 years.

(AP) ? A prosecutor who filed a murder charge against a fugitive former Los Angeles police officer that could result in the death penalty said he believes the man hasn't finished carrying out his vendetta.

"Just read his manifesto and look at his actions," Riverside County District Attorney Paul Zellerbach said. "He's trying to send a message, and it would be my belief that his message is not completed yet."

Zellerbach filed charges Monday against Christopher Dorner for the murder of Riverside police Officer Michael Crain and the attempted murder of three other officers.

The manhunt for Dorner, 33, began last Wednesday when he was named the suspect in the Orange County killings of a former Los Angeles police captain's daughter and her fiance the previous weekend. Hours after police announced they were looking for him, Dorner allegedly fired at two LAPD officers then ambushed the Riverside officers.

"By both his words and conduct, he has made very clear to us that every law enforcement officer in Southern California is in danger of being shot and killed," Zellerbach said at a news conference guarded by four officers armed with rifles.

Police said Dorner wrote a lengthy manifesto that was posted to Facebook after the double killing. The manifesto vowed deadly revenge on those in the LAPD responsible for his firing years earlier, and their families. Police now are providing protection for some 50 families thought to be targets.

The search for Dorner remained focused in the mountains near Big Bear Lake about 80 miles east of Los Angeles after his burned-out truck was found there last Thursday. Authorities are searching more than 30 square miles day and night in the ski resort area and checking on roughly 600 cabins.

Police urged area residents with security cameras to review images to see if Dorner was recorded.

Police and other officials believe a $1 million reward, raised from public and private sources, will encourage residents to stay vigilant. More than 1,000 tips had come in since the reward was announced, Lt. Andrew Neiman, an LAPD spokesman, said Tuesday.

"Now it's like the game show 'Who Wants to be a Millionaire,'" said Anthony Burke, supervisory inspector for the U.S. Marshals regional fugitive taskforce. "Instead of one contestant, we've got 100,000, and there's only one question you have to answer. All they have to answer is where he's at, and we can take it from there."

Neiman also said investigators obtained new security video from a Sport Chalet sporting goods store in suburban Torrance but had not determined whether it shows Dorner. The video posted earlier on TMZ.com recorded a man resembling Dorner arrive with two small scuba tanks then leave with both those tanks and a larger one.

The wide-ranging search has created unusually heavy traffic backups at California border crossings into Mexico, as agents more closely inspect each car. State police in Mexico's Baja California were given photographs of Dorner and warned to consider him armed and extremely dangerous.

A U.S. Marshals Service affidavit used to obtain a federal arrest warrant on Feb. 7 cited probable cause to believe Dorner went to Mexico, but Neiman said Tuesday that it "in no way indicates one way or the other" whether Dorner is in that country.

Authorities have obtained a no-bail arrest warrant, which allows Dorner to be apprehended anywhere, Zellerbach said.

Dorner was fired from the LAPD five years ago, when a department board determined that he falsely claimed another officer had kicked a suspect. Randal Quan represented him during the proceeding.

Quan's daughter, Monica, and her fiance, Keith Lawrence, were found shot dead Feb. 3 in a car in the parking structure of their Irvine condominium. Last Wednesday, after discovery of the manifesto, Irvine police announced they were searching for Dorner.

Early Thursday in the Riverside County city of Corona, Dorner shot at two LAPD officers who had been dispatched to protect a possible target of Dorner, police said. One officer's head was grazed by a bullet; the other was unharmed.

Minutes later, Dorner used a rifle to ambush two Riverside officers, killing one and seriously wounding another, authorities said. The slain officer was identified as the 34-year-old Crain. The other officer's identity was not released to protect his family.

When I am counseling a couple that have problems, too often they focus exclusively on their complaints and past history; though this is part of therapy, for a relationship to improve, each person must:

  1. Move past complaints to being clear what they would like to hear from their partner
  2. Be is willing to approach their partner in a way that will make things better in the relationship rather than criticizing and blaming them.

If a relationship is to be a resilient each person must write, in their own mind, and use a positive script for them self in their day to day interaction with their mate.

What to do if being positive doesn?t work.

If couples have:

* Set goals for themselves in terms of approaching their partner in a positive way

* Created new scripts that are not accusing but talk about what they need and what is important to them.

then there are still major problems; and deeper, intense therapy is needed.

Why birds develop their ultraviolet vision

If optimists see the world through rose-colored lenses, some birds see it through ultraviolet ones. Avians have evolved ultraviolet vision quite a few times in history, a new study finds.

Birds depend on their color vision for selecting mates, hunting or foraging for food, and spotting predators. Until recently, ultraviolet vision was thought to have arisen as a one-time development in birds. But a new DNA analysis of 40 bird species, reported Monday in the journal BMC Evolutionary Biology, shows the shift between violet (shorter wavelengths on the electromagnetic spectrum) and ultraviolet vision has occurred at least 14 times.

"Birds see color in a different way from humans," study co-author Anders ?deen, an animal ecologist at Uppsala University in Sweden, told LiveScience. Human eyes have three different color receptors, or cones, that are sensitive to light of different wavelengths and mix together to reveal all the colors we see. Birds, by contrast, have four cones, so "they see potentially more colors than humans do," ?deen said.

Birds themselves are split into two groups based on the color of light (wavelength) that their cones detect most acutely. Scientists define them as violet-sensitive or ultraviolet-sensitive, and the two groups don't overlap, according to ?deen. Birds of each group would see the same objects as different hues. The specialization of color vision has its advantages. For instance, a bird with ultraviolet-sensitive vision might have spectacularly bright plumage in order to impress a female, but that same plumage might appear dull to predator birds that see only in the violet range.

Feathery findings
The study researchers sequenced the DNA?from the 40 species of birds, from the cockatiel to the whitebearded manakin. They extracted DNA from the bases of feather quills, blood, muscle or other tissue. From that DNA, the scientists reconstructed the proteins that make up the light-sensitive pigments in the birds' eyes. Differences in the DNA revealed which birds were sensitive to violet light versus ultraviolet.

"That change is very simple, apparently," ?deen said. "It just takes a single mutation" in the DNA sequence. While that change may seem insignificant, it can be compared to the difference humans see between red and green.

The researchers mapped the birds' evolutionary relationships using data from their study and others. The color mutation that made bird lineages with violet vision evolve to see in ultraviolet and vice versa occurred at 14 different times in their map, and probably even more among all birds, ?deen noted.

Why the bird lineages switched their color sensitivity ? essentially species of a certain branch on the family tree evolved to have the reverse type of vision ? is still something of a mystery. The ability to attract mates while still evading predators could be one reason. Ultraviolet light might also provide higher contrast that makes finding food easier. Other factors are environmental ? open spaces have more UV light than do forests, for example. Ultimately, the color sensitivity may be a result of other changes that affect the amount of ultraviolet light the birds' eyes receive.

It seems the evolution of color vision in birds is much less black and white than was once thought.

Japan mulling over release of Chinese radar data in Senkaku row

Japan says that it may release recorded radar data as evidence to prove that a Chinese naval frigate locked its fire-control radar onto a Japanese ship near the disputed Senkaku islands. The Japanese government said this after Beijing rejected accusations it had targeted the destroyer last month.

The two nations are embroiled in an intense territorial dispute over the islands, known as Senkaku in Japan and Diaoyu in China. Japan has assumed control over the islands, which are also claimed by Taiwan. ?The government is considering the extent of what can be disclosed,? Japanese Defence Minister Itsunori Onodera said. The action is being considered as China has continued to insist that its ship was only using ordinary surveillance radar. Earlier this week, Mr. Onodera said a Japanese military helicopter was also targeted with a similar type of radar by another Chinese frigate on January 19.

On Friday, Prime Minister Shinzo Abe called on the Chinese government and military to acknowledge the January 30 incident and apologize. But China?s Defense Ministry has denied these allegations, saying that they ?were against the facts? and they are urging Japan to ?stop stirring up tension in the East China Sea?. In its statement, the Chinese Defense Ministry further added that in each incident, the Chinese vessel ?kept normal observation and alert, and fire control radar was not used?.

Since the row over the Senkakus started up again last September, Chinese vessels have been traveling in and out of what Japan says are territorial waters around the islands, prompting the heightened warnings from Tokyo.

Major damage as twister rips through Miss. college town

HATTIESBURG, Miss. (AP) - An apparent tornado tore through Hattiesburg on Sunday as part of a wave of severe storms that downed trees, damaged buildings and caused at least several injuries.

The twister traveled down one of Hattiesburg's main streets and caused what officials described as major damage, officials said, hitting several buildings on the campus of the University of Southern Mississippi. Kyle Hopkins, emergency operations director for surrounding Forrest County, said officials hadn't confirmed injuries. There were reports of several people hurt elsewhere in the state.

"We had a tornado touch down. We have a lot of damage," Hopkins said.

The university released a statement saying that several buildings had been damaged but that no injuries were reported. Campus police have declared a state of emergency and asked anyone not on campus to stay away.

The storm overturned and damaged vehicles and threw debris around parts of the campus.

Pictures posted on Facebook by WDAM in Hattiesburg showed rows of trees flattened in the Oak Grove area and damage to commercial buildings.

To the west, Marion County emergency director Aaron Greer says three injuries have been reported in the community of Pickwick, about seven miles south of Columbia. He says two people were taken to hospitals, but the third didn't have the injury examined.

Greer says one mobile home was destroyed, three other structures have major damage and several have minor damage.

National Weather Service meteorologist Joanne Culin says there have also been reports of injuries in Marion County.

Nasty weather has settled in on much of Louisiana and Mississippi, including tornado or flash flood watches.

The National Weather Service says bad weather is likely to stretch into Fat Tuesday in southeast Louisiana. Jefferson Parish has canceled a Monday night parade.

Obama to travel after State of the Union speech

WASHINGTON (Reuters) - U.S. President Barack Obama will travel to three states over three days after giving his State of the Union address on Tuesday night, going on the road to drum up support for his economic and other policy proposals, the White House said on Sunday.

Obama will travel to the Asheville, North Carolina, area on Wednesday, the Atlanta, Georgia, area on Thursday, and the Chicago area on Friday, the White House said in a statement.

Obama will seek support for new economic proposals as well his push for reform of U.S. gun and immigration laws in his Tuesday address, which is likely to be watched by millions of people.

"The president will travel to three different communities to discuss proposals, unveiled in the speech, that focus on strengthening the economy for the middle class and those striving to get there," the White House said.

Car bombs hit markets in Iraq, killing 20 people

BAGHDAD (AP) ? Four car bombs struck two outdoor markets in Baghdad and a town south of the Iraqi capital on Friday, killing at least 20 people and wounding dozens, officials said.

The blasts were the latest in a series of attacks by insurgents seeking to re-ignite sectarian violence and undermine the Shiite-led government's efforts in maintaining security.

The bombings targeted an outdoor pet market in Baghdad's northern Kazimyah neighborhood and in a vegetable market in the town of Shomali in Hillah province, south of the Iraqi capital.

Every Friday, Iraqis converge on markets to shop and spend family time during the Muslim weekend. Markets are a frequent target for militants who seek to inflict large numbers of casualties.

In Baghdad, the first car bomb exploded around mid-morning at the entrance to the Kazimyah market, two police officers said. When panicked shoppers tried to flee the area, a second parked car exploded a few meters (yards) away, according to the officers.

At least 14 people were killed and 42 were wounded in the two blasts, police said. All the victims were civilians.

About an hour later, two car bombs exploded simultaneously at the Shomali market, killing at least six people and wounding 15, two police officers said.

Health officials confirmed the casualty figures in each attack. All officials spoke on condition of anonymity as they were not authorized to release information.

Despite a drop in violence since the worst sectarian fighting in 2006-2007, insurgents carry out near-daily attacks on security forces and civilians in an attempt to undermine the Shiite-led government.

German national election set for Sept. 22

BERLIN (AP) ? Germany's president has confirmed Sept. 22 as the date for the country's parliamentary election, in which conservative Chancellor Angela Merkel will seek a third term.

President Joachim Gauck's office said he approved on Friday the government's proposal for voting on that date.

Merkel has led Germany, which has Europe's biggest economy, since 2005.

She governed for the first four years in "grand coalition" of Germany's biggest parties, her conservative Christian Democrats and the center-left Social Democrats. In 2009, she won a majority for her preferred center-right alliance with the pro-market Free Democrats.

Merkel remains popular with voters and is favored to win another four-year term, but recent polls show a majority neither for her current coalition nor for a rival center-left alliance of the Social Democrats and Greens.

In order to spot potential predators, adult meerkats often climb to a higher vantage point or stand on their hind legs. If a predator is detected, they use several different alarm calls to warn the rest of the group. New Cambridge research shows that they are more likely to exhibit this behaviour when there are young pups present, suggesting that the predator-scanning behaviour is for the benefit of the group rather than the individual.

Meerkats are a cooperatively breeding species, with a dominant breeding pair and up to 40 'helpers' of both sexes who do not normally breed but instead assist with a number of cooperative activities such as babysitting and feeding of offspring.

However, scientists have questioned whether sentinel behaviour, when helper meerkats climb to a high point to scan for predators, and other vigilance behaviour, such as standing on their hind legs, is done for their own preservation (with the group's increased safety being an indirect consequence) or if the primary goal is altruistic, with the main purpose being the protection of the group.

Peter Santema, a PhD student at the University of Cambridge's Department of Zoology, said: "You see similar behaviour in a range of mammal and bird species, and we know from previous work that other group members are less likely to be attacked by predators when someone is on guard. Biologists have been debating, however, whether the protection that other group members enjoy is just a side-effect or one of the reasons why individuals perform these guarding behaviours."

For the research, which was funded by the BBSRC, scientists observed non-breeding helpers in the period just before the dominant female's pups had joined the group on foraging trips. They repeated the observations immediately after the pups joined the group. When they compared the results, they found that after the pups had joined the group on foraging trips, helpers showed a sudden increase in their vigilance behaviour.

Santema added: "These results are exciting, as they show us that individuals are not just on the look-out for their own safety, but that the protection of other group members is another motivation for these behaviours. Our results thus suggest that vigilance and sentinel behaviour in meerkats represent forms of cooperation."

Fliers, airlines and airports brace for 'monster storm'

Nervous fliers monitored the weather and scrambled to change plans on Thursday as forecasts showed a powerful blizzard heading towards the East Coast, one of the nation?s busiest travel corridors.

?This is going to be a monster storm,? warned TODAY meteorologist Al Roker. He expected up to a foot of snow to fall in New York City over the weekend, and more than two feet in Boston.

The system was already affecting Chicago?s O?Hare International, where snow and ice delayed arriving flights by more than two hours at one point on Thursday afternoon. More than 80 flights scheduled to depart from the airport were canceled, according to FlightAware.com.

Airlines and airports in the storm?s path were bracing for its impact.

?We?re monitoring the weather system closely and will adjust our operations accordingly,? said Allison Steinberg, a spokeswoman for JetBlue Airways.

Like most carriers, the airline is giving travelers the chance to reschedule their flights without paying any change and cancellation fees. (For a full list, scroll down to the bottom of the article.)

Delta Air Lines urged its passengers to take advantage of the waivers.

?Delta is closely monitoring conditions along the storm's forecast path and encourages customers to consider moving up, postponing or re-routing their travel to avoid possible inconvenience from expected flight delays,? the carrier said in a statement.

Southwest Airlines warned its passengers that flights could be ?delayed, diverted, or canceled.?

Meanwhile, the Port Authority of New York and New Jersey announced it is deploying extra personnel and taking all possible measures to handle any wintry conditions that may develop at JFK International, LaGuardia and Newark Liberty International.

The agency noted that its ?winter weather arsenal? includes more than 200 pieces of snow and ice equipment at the airports, including ?melters that can liquefy up to 500 tons of snow an hour? and plows that can clear snow at 40 mph.

Port Authority staff will work around-the-clock in 12-hour shifts during the most severe storms, officials said.

  • American Airlines passengers traveling to, through or from Boston, New York, Montreal and more than 10 other airports can change their plans for free.
  • Delta Air Lines? policy covers more than two dozen airports.
  • JetBlue Airways will waive change and cancel fees and fare differences for travel to and from a dozen airports.
  • Southwest Airlines passengers traveling to, through or from Boston, Newark, and several other cities are eligible to reschedule their flights for free.
  • United Airlines' policy covers more than 30 airports.
  • US Airways has also relaxed its change-fee policies.

That much is clear after the fourth and final of the Hermeneutic Hui, which wrapped up at Auckland?s Holy Trinity Cathedral mid-afternoon yesterday.

That?s not to predict what will be in the report the Ma Whea Commission brings to next year?s General Synod ? it will describe pathways, but it will not recommend a way forward.

Nor is it to guess what General Synod will make of that report.

But among the 50 or so folk who gathered in the cathedral on Friday and Saturday were many leaders and movers and shakers within the province ? and there was no mistaking where most are heading on this issue.

At the end of the hui Bishop Richard Ellena of Nelson ? representing the evangelically orthodox ? acknowledged ?the groundswell of support? within this gathering? for the blessing and ordination of people in same-sex relationships.

Indeed, the hui took some steps that seem to be anchored on the assumption that change is coming.

There?s the notion that planning should now get under way for a theological hui on marriage.

In light of the momentum for change there was a plea from several speakers, most notably Bishop Victoria Matthews, for serious work to begin on the theology of marriage.

?If we?re going to do this,? she said, ?for heaven?s sake let?s do the theology.?

Secondly, there were also serious suggestions for developing what Archbishop David Moxon called ?provisional pastoral structures for the future? to provide space for people within the church as a whole ? whatever decision is made.?

In his paper entitled:?How we might be together as Church with different understandings of Scripture,?Bishop Richard Ellena said that ?unity in diversity? seems, in terms of ecclesiology, to be the church?s ?primary value?.

?(But) what we face today within our church?, he claimed, ?is not just a broad diversity? (but) a disunity? that has grown out of our ability to find common ground biblically, theologically? upon which we can discuss and debate these presenting issues.?

He guessed that the General Synod could now turn in one of three ways:

It could go with the ?groundswell of support? evident at the hui.?But if it did so, he said, ?I would find myself in a very difficult position? because I would identify with all of those who feel they could no longer affirm their allegiance to General Synod?

?Secondly, it could take the opposite action? and thus alienate those who passionately believe this to be an issue of justice.

?Or thirdly, General Synod could explore a way ahead that would? enable individuals, parishes and dioceses to become some kind of theological ?tikanga?? within which? their commitment to the authority of scripture? is recognised and respected.

?We?ve done this in 1992 and? the sky hasn?t fallen in ? to the contrary, we are stronger because we made this courageous decision.?Maybe it?s time for an equally courageous move??

?Best of all hui?

In Archbishop David Moxon?s mind this gathering ?was the best of all the hui.?

Where the first hui was marked by tension between the liberal and conservative camps which almost led to a walkout, there was indeed an irenic spirit about this, the final hui, and a willingness, despite differences, to be together in worship. The Saturday session started by gathering around the Eucharistic table in St Mary?s-in-Holy Trinity, for instance.

Several of the hui-goers spoke of the trust that had developed over time, enabling them to speak honestly with one another, particularly in small groups.

Indeed, at the end Bishop Ellena paid gracious tribute to Archbishop David, who had dreamt up the hermeneutic hui concept.

Archbishop David also identified three principles that emerged from the hui.

The first is that discipleship is the key to Christian life? ?and is more central than any other issue?.

Secondly, ?that unity has already been given to us in our baptism ? so we need to work out our destiny in the light of that unity.?

And thirdly, ?we need to find ways of travelling together. Because Anglicans travel together.?

But there was a feeling too, at least among some of the ?liberal? speakers, that the single-minded focus on exegesis and hermeneutics had passed its use-by date.

?Our problems around sexuality,? said the Rev Dr James Harding, ?will not be solved by a more thorough exegesis of the relevant Biblical texts. We need it ? but we don?t need much more of it.

?The key texts? have become subject to ideological battles over what sort of sexual relationships Scripture meant.?

Bishop Jim White put it another way: ?I don?t think the issue is going to away any time soon, and our current approaches have not yielded the hoped-for consensus and coherence in our moral and theological vision. Hermeneutics has failed us at the tool to unlock our way ahead.?

Instead, he suggested in his paper on ecclesiology, folk of different conviction would ?simply decide that we are together and that we want to stay together.?

In the same way, he suggested, Anglicans who differ sharply on another life and death matter ? going to war ? ?are able to live with each other.

There is a bishop in this church appointed to oversee the military chaplains ? and another to care for the Anglican peace network.

Six presentations

On Friday, the first day, the hui heard six scholars deliver 30-minute papers on Scripture and the theology of sexuality.

The morning presenters were: the Rev Drs Helen-Ann Hartley and Frank Smith (respectively, the Tikanga Pakeha and Pasefika Deans of St John?s College); followed by the Rev Drs Sue Patterson and James Harding (respectively, Registrar and Senior Lecturer at Bishopdale Theological College in Nelson; and Lecturer in Hebrew and Old Testament Studies at the University of Otago).

They were followed in the afternoon by the Rev Don Tamihere, Kaihautu of the Tairawhiti taapapa in Gisborne, and the Rev Canon Dr Tim Meadowcroft, who heads the School of Theology at Laidlaw College in Auckland.

From the outset, Helen-Ann Hartley pointed towards one of the key themes to emerge from the hui.

There is an obsession, she said, with equating identity with sexuality, and sexuality with sexual practice. Whereas Scripture points towards vocation and discipleship, and our identity? ?in Christ.?

Dr Harding honed in on that matter of discipleship.

He maintained that the church cannot solve its troubles over sexuality ?because we are beginning from the wrong place? and in the process we are taking Scripture with us into the abyss.

?We have to make sure we are facing the right way.?

The problems around sexuality, he claimed, ?are secondary to our fundamental calling as the royal priesthood of God, called out of darkness into His marvellous light. What that does not mean is that anything goes, and that is where our desperately difficult task of discernment lies?

?So let?s focus on God.

?Let?s focus on the question of discipleship.

?Because this is where Jesus discusses sex. Or not. He introduces sex by accident, I think.

?The ethical vision of the gospels centres around discipleship ? not around male-female marriage?

?The real problem in society is making opposite-sex marriage the sum of Christian moral life.

?It?s not.?The summit of Christian moral life is a life lived for the sake of the Kingdom of Heaven.?

Paper on marriage

Saturday morning?s session began with Bishop Victoria delivering, at Archbishop David?s request, a major paper on marriage.

She quipped at the start: ?When first asked to speak on the Biblical understanding of marriage, I reminded Archbishop David that I was the only intentionally celibate member of the House of Bishops.

?He replied that the Roman Catholic clergy always say the referee has the best view of the game?

?So what does the Bible say about marriage?

?The first thing that needs to be said is that the gospels are not obsessed about sexual relations.

?They are not very interested at all?

?Beyond a shadow of a doubt there is more New Testament teaching about discipleship than about marriage.

?Matthew?s gospel clearly says the Kingdom of Heaven is without marriage. Indeed, if we think of Luke 14:26 there is the admonition to hate family members in order to put Christ before all others.?

Whoever comes to me and does not hate father and mother, wife and children, brothers and sisters, yes, and even life itself, cannot be my disciple?

Bishop Victoria went on to refer to other gospel illustrations, which make the same point.

?We should not be surprised by this,? she said, ?as the baptism of Jesus re-defined the family. But it is interesting how easily we forget that the gospel is Christocentric, and more concerned about the making of disciples than who is allowed to marry??

She reflected on the Matthew 19 discussion about those?who have become ?eunuchs for the sake of the Kingdom.?

?I suggest that what is happening in the gospels is a relaxation of the requirement to have children. There is no longer the necessity to keep the seed of Israel both abundant and pure.

?It is possible, I believe, to argue that a blessed union of man and woman or really any two or more people is able to bear fruit in a number of different ways.

?They are able to bear the fruit of good works and acts of mercy as many religious orders have done for centuries. There is also the New Testament calling to have spiritual children for the sake of the Kingdom.

She reflected too, on the ?extraordinary passage? in John 3 about Nicodemus visiting Jesus by night ? and being told that no-one can see the Kingdom of God ?without being born from above?. Born a second time, born by the Spirit.

?What if Jesus is really saying that in the world since the Incarnation, with the world made flesh; since Immanuel, the new focus is on having spiritual children?

?The new teaching is to keep the kingdom populated with Jesus? new family, those who do God?s will.?

She finished by asking whether the church is being called ?to re-imagine marriage.?

?So that one community of faithful Christian disciples, who have suffered greatly, could be reminded more fully of God?s love for them? Like the woman at the well, is it time to lift the shame?

?I believe that in and through baptism I am a member of Christ?s body. I am invited to partake of the Divine life. I?know?that is so for my sisters and brothers who call themselves lesbians and gay men.

?Therefore I know they are beloved of God.

?What else needs to be said??

Commission?s progress

The Ma Whea Commission attended the Saturday session of the hui ? and in the half-hour before lunch, Sir Anand Satyanand spelled out the commission?s progress.

It had met for a day every five or six weeks, and had spent a day with Judge Chris Harding examining ?the legal structure? within which it worked.

And it had been guided by one of its members, Professor Paul Trebilco, on the theological aspects of the 36 submissions it had received.

It had held open days ? including one hosted by St Matthew-in-the-City in Auckland ? and had another such day scheduled for March 16.

Sir Anand noted that most of the 36 submissions were from Tikanga Pakeha, and that there were relatively few contributions from Tikanga Maori or Pasefika.

So the Commission had decided to be ?moderately pro-active? by seeking opinions from those groups it felt it had not heard from.

?Let?s find a way to solicit material from the other two tikanga,? he said. ?We want to satisfy ourselves that we have engaged with a range of views before we begin to develop a structure in which we formulate our report.

?The time is now coming to begin to discuss in a more robust way some of the issues that have emerged.?

The closing date for submissions to the Ma Whea Commission is June 1.
